A State-Level Training Programme on “Procurement Norms, Budgeting, Accounting and Legal Provisions of Panchayati Raj Institutions (PRIs)” was successfully conducted on January 31 with the objective of strengthening the financial and legal capacity of Panchayati Raj Institutions and promoting transparency, accountability and compliance in rural local governance.
The technical session was delivered by Ms. K. Chinthamani, Finance Officer, Andaman Public Works Department (APWD), who provided a detailed overview of procurement norms, applicable financial rules, budgeting processes and accounting procedures relevant to PRIs. She also highlighted key legal provisions, common challenges faced by Panchayats, and best practices to ensure financial discipline, transparency and statutory compliance in their day-to-day functioning.
The programme began with a welcome address by Mr. Bijoy Kumar Das, Extension Officer and State Nodal Officer (RGSA), who underscored the importance of capacity-building initiatives for strengthening grassroots democratic institutions.
The training programme was interactive and informative, enabling participants to gain practical insights into financial management and legal responsibilities essential for the efficient and accountable functioning of Panchayati Raj Institutions.
The programme concluded with a vote of thanks by Ms. C. Vijiya, Domain Expert (WE).
