Chief Secretary Chairs Meeting with PRI Members and Officials in Diglipur

The Chief Secretary of the A&N Administration, Dr. Chandra Bhushan Kumar, visited Diglipur on March 5, 2026, and chaired a meeting with members of the Panchayati Raj Institutions (PRIs) and Heads of Offices from line Departments. The meeting was attended by the Deputy Commissioner of North & Middle Andaman, Superintendent of Police, N&MA, Chief Engineer of APWD and the Assistant Commissioner, Diglipur. Several issues of public importance were deliberated upon, and clear instructions were issued for their prompt resolution.

During the meeting, strong emphasis was laid on expediting land conversion for eligible cases, acknowledging the long-standing delays that have hindered residential, commercial and community development projects across the Islands. The recent resumption of this process through digital platforms such as the Dweep Bhoomi portal was highlighted as a step towards streamlining approvals and empowering landowners.

The meeting also deliberated on the development of a Master Plan for the Diglipur area. The Chief Secretary stressed the need for continuous stakeholder participation to prepare a scientific, practical and implementable framework. The proposed roadmap aims to guide sustainable development in the region over the next three decades, addressing local needs while fostering long-term progress. 

Identifying Government buildings suitable for solar roofing to promote renewable energy adoption and reduce dependence on conventional power sources was another key focus of the discussion.

Special attention was also devoted to addressing water scarcity. Various preservation and harvesting methods were discussed, including the utilization of ring wells constructed by Panchayats. The Chief Secretary directed the Andaman Public Works Department (APWD) to comprehensively map these ring wells and assess water availability and quality so that they can be strategically used during shortages to meet essential community needs.

On concerns related to potable water quality, the Chief Secretary instructed APWD to demonstrate the use of field testing kits in all Panchayats, Government establishments and schools, enabling residents to monitor and ensure safe drinking water standards.

With regard to the issue of stray animals, PRIs were tasked with assessing the feasibility of establishing gaushalas for cattle and identifying volunteers who can be trained in animal capture and management techniques.

The issue of power scarcity was also discussed, with the Chief Secretary highlighting the ongoing grid connectivity project linking North & Middle Andaman, which is expected to address long-standing power supply challenges in the region.

Recognizing the transformative role of sports in youth development and community engagement, the Chief Secretary also emphasized the importance of promoting athletic activities to foster personal growth and social cohesion.

It was reiterated during the meeting that the A&N Administration remains committed to collaborative governance and the holistic development of Diglipur.
