Police Falsely Implicates a Promising Talented Youth of Great Nicobar in an Excise Case, Alleges Residents of the Island

Akash Minj a 20 year old youth of Great Nicobar has been falsely implicated by the police in an excise case alleges the residents of Campbell Bay, Great Nicobar. Akash is a young promising video creator from Great Nicobar who is struggling to make a mark in the competitive youtube creators market. Prior to the lockdown Akash Minj used to work as a delivery boy for a private establishment in Port Blair, he lost his job in the lockdown and returned back to Port Blair and upon returning he worked for three months as DRM in the Forest Department, he is currently working on some video projects which he hopes to launch soon.

According to the investigation conducted by Nicobar Times, by inputs gathered from the sources and from the local residents, Akash Minj along with his friend Nimay Raja Biswas went to the ANIDCO Wine and Beer Retail Outlet of Campbell Bay to procure liquor for a small party that they had planned for the evening with their friends from Kamal Basti. The residents of Kamal Basti informed Nicobar Times that such parties are not unusual and the youth of Kamal Basti mostly collect money among themselves and procure liquor to drink socially and enjoy the evening.

Akash Minj and his friend Nimay Raja Biswas rode to the ANIDCO Wine and Beer Shop, Campbell Bay on a bike bearing registration number AN01F 9322. Akash Minj procured two bottles of 750 ML IMFL and his friend Nimay Raja Biswas procured one bottle of 180 ML IMFL for himself, they both paid separately for their orders and as usual they did not care about getting a bill since they knew that there is some issue with the billing system of the outlet and bills are not provided generally to the customers. Akash Minj kept the liquor which he purchased in his bag and Nimay Raja Biswas kept his purchased liquor tucked between his pant and waist.

They proceeded towards their parked bike to go back but were stopped by two people in Civil Dress who demanded Driving License from Akash Minj. Akash Produced his Driving License but these men who were later identified as two Police Constable from PS Campbell Bay did not stop at that and started questioning the youth about the whereabouts of their income to purchase liquor. The youth acted patiently and answered all their questions. The Police Constables then told them that they will have to proceed to PS Campbell Bay with them. One of the Police Constable rode as a pillion with Akash Minj and the other asked Nimay Raja Biswas to ride on his Honda CBZ as pillion. Upon reaching the Police Station Akash Minj alleges that the officials of PS Campbell Bay called these youth in a corner towards the reception entry door and asked Nimay Raja Biswas to surrender his bottle of 180 ML IMFL which he had purchased. Nimay Raja Biswas reportedly refused to do so but one Police Official reportedly snatched it away from him and placed the bottle inside the bag of Akash Minj. Later a case was filed against Akash Minj for carrying excess quantity of Alcohol after framing him illegally alleges the residents. Talking to Nicobar Times both Akash Minj and Nimay Raja Biswas independently narrated the same story. Later according to them they were asked to sign some papers and were asked to go and remit the fine in the Court when called.

Nicobar Times conducted ground inquiry into the incident and all the verifiable facts from the incident narrated by Akash Minj and Nimay Raja Biswas was verified and were found to be true. We even approached the ANIDCO Wine and Beer Retail Outlet and asked the manager whether higher quantity of liquor than what is authorised can be purchased. The Manager, ANIDCO Wine and Beer Retail Outlet informed us that they do not sell higher quantity than what is authorised. 

Nicobar Times also downloaded the FIR lodged by PS Campbell Bay in the case. The FIR narrates a totally different story which on reading feels completely imaginary and in the same pattern as followed by the Police to book people under excise cases. The FIR of the Police states that a police party with various officials one Sub Inspector, two Police Constables and one Home Guard Driver was on patrolling in the vehicle ANO1H 0069 when they saw a man who seemed frightened on seeing the police party and was walking in the main road Near Sumithi Garage with a heavy bag and upon stopping the man and checking his bag they found two 750 ML Liquor Bottles and one 180 ML Liquor bottle. The man was asked the permit for carrying liquor in excess quantity which he failed to produce. Later on asking the name and address the man informed them that his name is Akash Minj and also told his address. Later the bag was seized and a case was booked against Akash Minj.

Nicobar Times tried to verify the story as mentioned in the FIR by the police but not even one of the fact of the incident could be verified. The local sources informed that such an incident as mentioned in the FIR never took place and the Police has framed the entire incident imaginarily to falsely implicate Akash Minj.

The local sources also informed that if such an incident took place in-front of Sumithi Garage then the CCTV camera footage of Canara Bank (Erstwhile Syndicate Bank) can be checked which is just located opposite Sumathi Garage in Campbell Bay and the facts can be ascertained. The local sources also informed that such incident never happened and the Police is definitely framing Akash Minj.

The CCTV footage of PS Campbell Bay can also be checked which will show both Akash and his friend entering the Police Station Compound on bikes with the two Police Constables.

Akash Minj meanwhile has filed a complain with the National Human Rights Commission which has been registered in the diary at the Commission and acknowledgement has been given to him. Further today Akash Minj will file a complain with the Police Complaint Authority, Andaman and Nicobar Islands and will also petition the Director General of Police along with all Senior officers of A&N Administration and Police. The complaint letters will also be sent to all NGO’s of Andaman and Nicobar Islands along with organisations working towards Human Rights.

Akash Minj along with other residents of Campbell Bay had approached Assistant Commissioner, Campbell Bay, Great Nicobar yesterday. The Assistant Commissioner assured Akash Minj that he will get justice and a free and fair investigation will be conducted.

The Dy.SP, Campbell Bay who was on leave is returning back to Campbell Bay today and Akash Minj plans to meet him today.

The residents of Great Nicobar alleges that the Police has filed the case against Akash Minj in retribution to the incident reported by the residents of Kamal Basti to the media a few days ago, where the Police Personnels attended a PCR Complaint under the influence of Alcohol. Some parts of the incident was also captured on video by the residents of Kamal Basti. 

Senior Officers of Andaman and Nicobar Police should take this case of alleged false implication of a 20 Year old youth of Campbell Bay by the Police Personnels seriously and unbiased investigation needs to be conducted.
