In a recent communication addressed to the Deputy Commissioner of Nicobar District, Member of Parliament Bishnu Pada Ray has expressed serious concerns about the healthcare infrastructure in tribal areas of Nicobar, following his official visit to the district hospital on April 11–12.

Highlighting the deteriorating state of the District Hospital in Car Nicobar, the MP pointed out multiple maintenance issues, including poorly kept premises, toilet and drainage systems, and rusting infrastructure. He emphasized that such conditions posed significant health hazards to the local population.

Despite the concerning state of cleanliness, Ray commended the structural durability of hospital wards that were constructed nearly five decades ago. He recommended that future infrastructure projects in tribal areas adopt similar semi-RCC and wooden structures, which he described as cost-effective and easier to maintain — especially important given the limited funds available under the Capital Head.

The MP also expressed disappointment over the ineffective implementation of welfare measures under the Tribal Sub-Plan (TSP), citing inadequate site visits and weak institutional monitoring. “The benefits intended for the tribal communities are not reaching them as per Government of India guidelines,” Ray stated in his letter.

Ray issued a set of key recommendations to the administration, urging immediate attention:

1. Regular village visits and follow-up reviews involving line departments.

2. Improved maintenance of healthcare facilities, ensuring timely supply of medicines and essentials.

3. Appointment of specialist doctors, especially gynecologists and MDs in medicine, at Car Nicobar’s District Hospital.

4. Direct engagement with village captains and community leaders to resolve local issues.

5. Consultative planning with village heads for annual developmental plans.

6. Timely compliance on earlier raised issues, with updates to be shared with the MP’s office.

7. Uninterrupted supply of essential fuels like LPG, petrol, and diesel throughout Nicobar.

Expressing confidence in the Deputy Commissioner’s capabilities, Ray wrote, “You are a dynamic and young officer… I am confident that you will take proactive steps that will earn the trust and recognition of the tribal communities.”

The letter was also copied to the Chief Secretary and the Secretary of Tribal Welfare of the Andaman & Nicobar Administration for necessary follow-up.
