CBI Registers FIR for Irregularities and Malpractices in Outsourcing of Manning Work of Foreshore Sector Vessels

ACB Port Blair of Central Bureau of Investigation has registered a FIR against Capt. Rajinder Kumar, the then Director (Shipping Services) (Retd.), Directorate of Shipping Services, Andaman and Nicobar Administration, Mr. R Veeraiah, Deputy Director, Director of Shipping Services, Andaman and Nicobar Administration, Mr. J Gopinath, OIC (Planning), Directorate of Shipping Services, Andaman and Nicobar Administration, Capt. P.B Narayanan, Director,  M/s ABS Marine Services Pvt. Ltd., Chennai, Mrs. Shreelatha Narayanan, Director, M/s ABS Marine Services Pvt. Ltd., Chennai. Further the company M/s ABS Maine Services Pvt. Ltd. and Unknown Public Servant(s) and private person(s) have also been made accused in the FIR.

The FIR is registered after a written complaint was received by the CBI from Shri. M.C.R Mukund, Dy.S.P, CBI, SPE, Port Blair which stated that an enquiry dated 27/06/2018 in the matter of alleged irregularities and malpractices in outsourcing of manning work of foreshore sector vessels by DSS to M/s ABS Marine Services Pvt. Ltd. (ABS MSPL) Chennai has prima facie disclosed the commission of offences of Criminal Conspiracy, abuse of official position and cheating committed by the accused mentioned above. 

The FIR states that it is alleged that the accused in the case conspired amongst themselves and in pursuance of the conspiracy favour was shown to M/s ABS Marine Pvt. Ltd., Chennai by abuse of official position, which caused wrongful loss worth crores to the exchequer.

Nicobar Times has accessed a copy of the FIR. The FIR also states that the reason for delay in filing of the FIR is due to late receipt of permission U/s 17A of Prevention of Corruption Act, 1988 (as amended in 2018). 

Section 17A of PC Act, 1988 (as amended in 2018) prohibits a police officer to conduct an enquiry or inquiry or investigation into any offence alleged to have been committed by a public servant under the act, where the alleged office is relatable to any recommendation made or decision taken by such public servant in discharge of his official functions or duties, without prior approval.
