FIR Registered Against Former Zilla Parishad Member Raj Govind Over Alleged Communally Inflammatory Video

The Aberdeen Police Station has registered an FIR against Mr. Raj Govind, a former Zilla Parishad member and resident of Sippighat village, following allegations that he deliberately created and circulated a communally inflammatory video with the intent to incite disharmony and disturb public order in South Andaman.

The FIR was registered on the basis of a complaint filed by Mr. Ansab Ahmed, General Secretary of the Andaman Muslim Federation. In his complaint, Mr. Ahmed alleged that Mr. Raj Govind wilfully recorded and disseminated a video containing provocative, hate-filled and communally charged statements aimed at provoking enmity between religious communities.

According to the FIR, the accused allegedly circulated the video across multiple WhatsApp groups and other digital platforms, and encouraged its further dissemination by leveraging his former status as a public representative. The complainant alleged that the content of the video was designed to inflame religious sentiments, insult religious beliefs, and vitiate the peaceful communal atmosphere prevailing in South Andaman, potentially leading to a law-and-order situation.

The complaint further stated that Mr. Raj Govind, despite having held an elected office in the past and being expected to uphold constitutional values, misused his social influence and digital reach to propagate content that could disturb communal harmony. The alleged acts were described as deliberate, premeditated, and aimed at provoking discord between religious groups.

Based on the complaint and an enquiry conducted in the matter, the Aberdeen Police registered FIR No. 0195 on December 15, 2025, under Sections 196 and 299 of the Bharatiya Nyaya Sanhita (BNS), 2023. The alleged offence is stated to have occurred between the evening of November 28, 2025, and the morning of November 29, 2025.

The FIR notes that the case was registered after conducting enquiry in this matter.

Efforts by Nicobar Times to contact Mr. Raj Govind for his version were unsuccessful.
