Government Notifies Amended Shops and Establishments Regulations for Andaman & Nicobar Islands

In a move aimed at improving the business environment and strengthening workplace protections, the Government of India has notified The Andaman & Nicobar Islands Shops and Establishments (Amendment) Regulations, 2025. The revised rules, aligned with the national Ease of Doing Business initiative, came into effect on November 21, 2025.

The amendments introduce several measures designed to simplify compliance, support business growth, and enhance employee welfare across the Union Territory.

Major Changes Introduced Under the Amendments:

  • Simplified Registration Norms:
    Registration will now be mandatory only for shops and establishments employing 20 or more workers. The move is expected to ease compliance for micro and small enterprises operating across the Islands.
  • No Renewal Required:
    The requirement to renew registration certificates has been removed. Once issued, the certificate will remain valid throughout the operational life of the business unless substantial changes occur that require an update.
  • Night Shift Permissions for Women:
    Women employees can now work between 7 PM and 6 AM with their written consent. Employers permitting night shifts must ensure safe working conditions, workplace security, suitable transportation, and an enabling environment for women staff.

The amendments will reduce regulatory hurdles for MSMEs, contractors, service providers, and other business entities, enabling greater flexibility and encouraging entrepreneurship. The reforms are also expected to support job creation and promote gender inclusivity in the workforce.
