Houselisting and Housing Census (HLO) Phase of Census 2027 to Begin in A&N Islands from April 2026

The first phase of the Census exercise—Houselisting and Housing Census (HLO)—will commence in the Union Territory of Andaman and Nicobar Islands from April 2026.

According to a Gazette notification issued on January 31, 2026, the period from April 1 to April 15, 2026 has been designated for self-enumeration. This will be followed by the houselisting operations from April 16 to May 15, 2026.

During this phase, enumerators appointed for the HLO of Census 2027 will visit every household across the Union Territory to collect information based on 33 questions.

To ensure accurate and high-quality data collection, enumerators are being provided systematic training. The Census Office is following a training cascade model, under which national trainers first train the Master Trainers of the Union Territory. The Master Trainers subsequently train Field Trainers, who in turn will impart training to enumerators and supervisors responsible for the field operations.

As part of this process, the training of Master Trainers in the Union Territory has already been completed. The training programme for Field Trainers has now commenced in the Andaman and Nicobar Islands.

The first day of a three-day training programme for Field Trainers in South Andaman district was held on March 5, 2026. Similar training programmes will be conducted for Field Trainers from North and Middle Andaman district and Nicobars district in the coming week.
