Lt. Governor Launches e-Challan System in A&N Islands, Flags Off Helmet Awareness Rally

In a significant step towards modernising traffic enforcement and promoting road safety, the e-Challan system was officially launched by Admiral D K Joshi, PVSM, AVSM, YSM, NM, VSM (Retd.), Hon’ble Lt. Governor of the Andaman and Nicobar Islands and Vice Chairman of the Islands Development Agency on 9th April 2025. The launch event took place at the Conference Hall of Raj Niwas.

The occasion was attended by Dr. Chandra Bhushan Kumar, IAS, Chief Secretary, Mr. Hargobinder Singh Dhaliwal, IPS, Director General of Police, along with senior officers and dignitaries from the Administration and Police Department.

The newly introduced e-Challan system replaces the traditional manual method of recording traffic violations with a streamlined digital platform. This transformation is expected to bring about greater transparency, accuracy, and efficiency in traffic law enforcement. The system facilitates real-time monitoring and better data management, while also simplifying the challaning process. Crucially, it enables automatic retrieval of details such as Driving Licence and Registration Certificate, and displays any pending challans to the officer on duty—allowing for stricter penalties against repeat offenders.

Following the launch, the Lt. Governor distributed helmets to school children and flagged off a Motorcycle Helmet Awareness Rally organized by the A&N Traffic Police. The rally was aimed at sensitizing the public, especially young riders and pillion passengers, about the life-saving importance of wearing helmets.

The rally witnessed the enthusiastic participation of 50 Traffic Police personnel and school children aged above four years. Carrying placards and banners promoting helmet use and safe road behavior, the participants rode through the city, sending a strong message about the importance of road safety and responsible riding. The involvement of children underscored the need for early education on traffic discipline and for families to set the right example.

These twin initiatives highlight the A&N Administration and Police Department’s commitment to leveraging smart policing technologies and fostering a culture of safety and responsibility on the roads. The A&N Traffic Police has appealed to all residents to strictly follow traffic rules, wear helmets, and contribute to building safer roads for all.
