The Ministry of Housing and Urban Affairs, Government of India, in collaboration with Urban Local Bodies (ULBs), has launched an extensive outreach initiative under Mission D-JAY(S) to address the occupational, social, and residential vulnerabilities of urban poor communities across the country.

According to the operational guidelines, the District Level Committee (DLC), chaired by the District Magistrate or District Collector and supported by the District Mission Management Unit (DMMU), will oversee and guide the implementation of Mission activities at the field level. The Committee will also ensure convergence with various Government schemes designed for the welfare of the urban poor.

Mission D-JAY(S) adopts a holistic and inclusive approach, focusing on six identified Vulnerable Occupational Groups (VOGs) — domestic workers, waste workers, construction workers, gig workers, care workers, and transportation workers. These include a wide range of professions such as watchmen, cooks, sweepers, electricians, plumbers, delivery agents, Anganwadi workers, and auto-rickshaw drivers, among others.

The Mission aims to empower these groups by strengthening community institutions, promoting livelihood and employment opportunities, improving access to social infrastructure, ensuring social security and entitlements, and encouraging innovation and collaboration for sustainable urban livelihoods.

Residents belonging to the above occupational categories have been urged to contact the Urban Poverty Alleviation Cell, Sri Vijaya Puram Municipal Council, for further details regarding enrolment and eligibility under the Mission.
