MP Bishnu Pada Ray Seeks Transparency in Resettlement Proposal for Post-1978 Forest Encroachers

Member of Parliament representing Andaman and Nicobar Islands,  Mr. Bishnu Pada Ray on 24th November 2025, met the Principal Chief Conservator of Forests (PCCF) and senior officials of the Forest Department in Sri Vijaya Puram to address the long-standing issue of resettlement of families identified as post-1978 forest encroachers in Middle Andaman.

Representatives and residents from Cutbert Bay and adjoining forest areas also participated in the meeting to convey their concerns regarding the proposed rehabilitation process.

During the interaction, Forest officials informed the MP that the A&N Administration has already submitted an Interlocutory Application (IA) before the Hon’ble Supreme Court, outlining a framework for the resettlement of all such families. The matter is currently pending before the Apex Court.

Mr. Bishnu Pada Ray stressed the need for transparency and meaningful public consultation before any decision is finalized. He urged the Administration to share copies of the IA and the proposed resettlement plan with the affected families to ensure that:

  • They are fully aware of the contents of the proposal,
  • Their suggestions and concerns can be incorporated, and
  • Any required amendments can be placed before the Supreme Court in due time.

Reaffirming his commitment to safeguarding the rights of eligible residents, the MP stated that the final plan must be fair, humane, and aligned with judicial directives and on-ground realities.

He assured the people that his office will continue to closely monitor the developments and facilitate constructive dialogue between the community and the Administration to achieve a just and practical resolution.
