The Department of Fisheries, Andaman & Nicobar Administration, has informed fishermen, fishing boat owners and fisheries stakeholders about the notification of the “Sustainable Harnessing of Fisheries in the Exclusive Economic Zone of India Rules, 2025” by the Government of India, aimed at establishing a transparent, sustainable and export-oriented framework for deep-sea fisheries.
The Rules hold special significance for the Andaman & Nicobar Islands, which are strategically located and account for nearly one-third of India’s Exclusive Economic Zone (EEZ), offering immense potential for deep-sea fishing activities. The EEZ extends up to 200 nautical miles from the coastline, within which India enjoys sovereign rights for exploration, conservation and management of marine resources, including fisheries.
According to the Department, the EEZ Rules, 2025 are designed to promote sustainable fishing practices, improve safety and security at sea, enhance fishermen’s income through deep-sea fishing opportunities, and strengthen value addition and export potential in the marine fisheries sector.
As part of the new regulatory framework, the Department has clarified that an “Access Pass” has been made a mandatory permit for eligible fishing vessels intending to operate in the EEZ. The Access Pass is intended to ensure regulated fishing, effective monitoring, enhanced safety and security, and lawful fishing operations in deep-sea waters. The permit is being issued through an online system, and applications must be submitted via the ReAlCraft portal.
The Department further clarified that the Access Pass is mandatory for all mechanized fishing vessels, motorized fishing vessels with an Overall Length (OAL) of 24 metres and above, and pole-and-line fishing vessels. However, motorized traditional fishing vessels below 24 metres OAL that are not engaged in tuna fishing, as well as non-motorized traditional fishing vessels, are exempted from the requirement.
Officials stated that the Access Pass system under the EEZ Rules, 2025 is expected to bring multiple benefits to the fishing community, including improved income opportunities through regulated access to deep-sea fishing, enhanced safety and security during fishing operations, and a sustainable framework ensuring long-term livelihood security.
All eligible fishing vessel owners have been advised to apply for the Access Pass through the ReAlCraft portal at the earliest to ensure compliance with the notified Rules and to fully benefit from EEZ fishing opportunities.
