New Year Celebrations in Andamans: Authorities Issue Safety Advisory to Bars, Hotels and Resorts

In view of the forthcoming New Year celebrations and the expected surge in public gatherings, the authorities have issued a comprehensive advisory directing all bar, hotel and resort owners to strictly adhere to prescribed safety, security and licensing norms in the interest of public order, health and safety.

As per the advisory, all licensees have been instructed to conduct their operations strictly in accordance with the terms and conditions of their bar licences issued by the competent authority. Special emphasis has been laid on effective crowd control measures, including the deployment of trained security personnel and ensuring that entry, exit and emergency exit points remain unobstructed at all times. Establishments have also been directed to keep CCTV surveillance systems operational, with recordings preserved as required under the rules.

The circular stresses responsible service of alcohol, mandating strict identity and age verification wherever necessary. Serving alcohol to persons below the legally prescribed age or to intoxicated individuals has been categorically prohibited, and all service must be in line with licence conditions and existing regulations.

Fire safety and emergency preparedness form a key component of the advisory. All establishments must ensure that fire extinguishers and other safety equipment are available, functional and easily accessible. Staff are to be briefed and trained in basic fire safety measures and emergency evacuation procedures, while overcrowding in confined areas such as dance floors, stages and corridors is to be strictly avoided.

To maintain public order, bar, hotel and resort owners have been directed to keep noise levels within permissible limits and adhere to prescribed timings under applicable laws. Activities causing public nuisance or disturbance to nearby residential areas will not be allowed. Additionally, adequate standards of cleanliness, hygiene and sanitation must be maintained, with proper arrangements for waste collection and disposal.

The advisory further calls for full cooperation with Police, Excise, Municipal, Fire and other enforcement agencies during inspections. Any incident affecting public safety or law and order is to be reported immediately to the nearest police station or control room.

Authorities have warned that violations of the instructions will invite strict penal action under relevant provisions of law, including suspension or cancellation of licences, apart from other legal consequences. The circular has come into force with immediate effect and will remain applicable throughout the New Year celebration period.
