A block-level training programme on “Preparation of Viable Financial Model for Generation of Own Source Revenue (OSR) in the Gram Panchayats” was conducted at the Panchayat Samiti Hall in Little Andaman on Wednesday.
The programme was organised for Pradhans and Panchayat Secretaries with the objective of strengthening financial planning and enhancing revenue generation capacity at the Gram Panchayat level.
Addressing the participants, Mr. Belthazer, Block Development Officer (BDO), CD Block, Little Andaman, underscored the importance of financial self-reliance for Gram Panchayats. He stressed the need for systematic planning and structured financial models to improve the generation of Own Source Revenue, which plays a crucial role in ensuring sustainable local development.
A technical session on the concept of Own Source Revenue, covering both tax and non-tax components, was conducted by Ms. Supriya Mondal, BPM, Rashtriya Gram Swaraj Abhiyan (RGSA). The session provided participants with insights into practical strategies for strengthening revenue streams at the Panchayat level.
Another session on “Using Behavioral Science Principles for OSR Generation” was jointly conducted by Mr. Ritesh Kumar Gharami, Panchayat Secretary, and Ms. Supriya Mondal. The speakers highlighted innovative approaches to encourage better compliance and community participation in revenue collection mechanisms.
The training programme aimed to equip Panchayat representatives and officials with the necessary tools and knowledge to develop viable financial models and enhance fiscal sustainability at the grassroots level.
